This is actually part of a larger problem concerning surgeons and the areas of specialty that they work in. There have been numerous articles over the years documenting how some doctors have jumped from one specialty to another with little regards to training or certification, resulting in botched procedures or other injuries to patients. One of the more egregious examples involved a dentist who started performing breast augmentation surgery after watching a series of how-to videos.
Another problem this touches on is the problem of post-op care with medical tourism. If there is a serious complication, patients are usually faced with the choice of remote diagnostics or a trip to the local ER. There seems to be no universal system for surgical referrals local to the patient for post-op care.
