I mean, yeah, Catholicism has an expectation that everyone, regardless of what moral standing they’re in, be helped, particularly the people who society has turned their back on. Doesn’t really matter if they want to convert or not, or follow catholic morality or not—you’re still to help them survive.
That being said, you see some lay Catholics forget that service is a moral imperative (Catholics don’t believe faith alone is sufficient for salvation) when the people in need of service are ostracized by society, so public papal support of this is pretty cool.
